Only problem. Who would insure a data file of unknown value?

  That's not really a problem. You'd insure individual bitcoin addresses, and the amount of bitcoins assigned a bitcoin address is public. The real problem is figuring out whether an address has been actually stolen, or whether the user is indulging in a spot of insurance fraud.
