That still does TACC. He wants cruise control without TACC. That is not possible in any modern Tesla, AFAIK. I believe the most recent to offer it was the Model 3 SR, which is no longer available. The SR+ and the Y SR both included AP with mandatory TACC. Its weird, as other cars at least offer an option to disable TACC.
