Reaganism (and Neoliberal) gutted state capacity and even the concept of state capacity were aligned with tyranny and authoritarianism, at least from what I found on twitter/reddit. So this is unexpected.

If this were the cause then you would expect blue states to have better-functioning government agencies than red states, but as far as I can tell they don't.
