Well, what field and what journal? If he published in an Art History journal, it kind of makes sense. If he published in an elite engineering or Mathematics Journal, that's more surprising that he couldn't shift within STEM. But on it's face, Simply having a doctorate and a publication doesn't say much, you need to be from a useful field. Also, NZ is an island, wouldn't it be more wise to line up a job first before you move there?
