I'm not sure it's just lustly pleasure. It might be in the public best interest to know who are these people committing crime. E.g. are they skinheads or hipsters? In the UK (AFAIK) law enforcement (and probably even newspapers) are not allowed to share photos (or any personal details) until people are prosecuted. And after people are prosecuted, I wouldn't call prosecuted people "victimized". Don't know how it works in the US though.
