Since the author suggested sqlite as a possible alternative to CSV, I think that using sqlite as a database-agnostic data dump file actually sounds pretty good. For starters, all data is kept in one file instead of being spread out over multiple CSV files. Also, the data schema is already well defined inside an sqlite file. All you need is a tool that can read the sqlite file and write the data out accordingly to other databases depending on dialect.
