Prior to the water bank Arizona consumed about 15% of it's entitled colorado river water and forwent the remainder. Planning accounts for the possibility of 0 acre feet of colorado river water by 2025. Arizona is legally entitled to its share of the colorado river and takes it and stores it rather than forgo it.
