Suppose that for some reason tap water was actually completely neutral for the environment. It produced zero change in either direction. They could have headlines reading "bottled water is over 3000 million billion trillion googol times worse for the environment than tap water". They could then follow up with the same statement about cars, straws, recyclable straws, spinach, or anything with any non-zero effect at all. "How many times worse" is a nonsense comparison meant for sensationalism.
