This is non-sensical. The price of a free lunch in school is such a tiny fraction of what any state pays for in its education budget. If you are against public education I'd find that consistent but it seems bizarre to draw the line here.
This seems like the type of thing that would have happened sooner if education policy ignored the desires of teachers unions/administers wanting higher salaries. One would have to think that for all the money spent on teachers/extracurriculars/busses/etc. we can get a pretty good bang for our buck in terms of test scores just by feeding children without administrative hassle.
