There's no "most likely", it's already implemented. I just saw a USENIX talk from a developer and a cryptographer and they said it's a hook when iCloud Photos opens a file to upload it to cloud. I don't like it. I wish it had never happened. Fuck the government. But you are wrong and blowing this out of proportion.
