Producing a full-blown Lisp does not appear to be the primary purpose of this project Rather, it's an attempt to judge the verbosity of various languages by writing the same small interpreter in each of those languages. I'm not entirely convinced that this is a definitive way of doing this, but that's what the author is trying to do. It says as much on the project page.
