Really surprised she could get away with that.
At my (Swiss) vaccination site, there were always two people present during the whole process. If not to keep an eye on things, one was checking and printing the paperwork while the other briefed me on the procedure.
The vaccination definitely would have taken more than twice as long if there was only one worker.
