Division of political maps will always be problematic in the USA because it is a multi-racial and two-party country, with a high number of non-citizen irregular migrants.
In that scenario, long-term demographic factors (and how they are shaped by Government policy) should also be placed under the same scrutiny as gerrymandering.
If one party tweaks the system to give them an advantage in the next election, how does that compare to one party tweaking the system to give them an advantage for the next 100 elections?
The worst case scenario is that the USA turns into a one-party state with effectively no opposition - at which point it ceases to be a democracy.
