It will force Apple to allow developers to give users a choice (in addition to Apple pay), to charge different prices for different payment methods. You and your family will be welcome to continue paying via Apple pay if you so choose - the only thing that will change is you'll know how much you're paying Apple for the privilege of using Apple pay.
