This is definitely a widespread phenomenon. I find this most grating when used in reference to poverty relief, eg "increasing unemployment benefits is a worthwhile investment".
As if we can't raise simply raise welfare because preventing homelessness and starving children is the decent thing to do - it has to be justified as some kind of business case.
