Share to Dropbox effectively has this behaviour and works pretty well for me from mobile. I only access a fraction of the links but it's fast easy and not reliant on browsers or plugins. I'm occasionally tempted to modify Syncthing to have the same behaviour. On desktop I mostly don't bookmark. The site is saved to pdf/screenshot png of the relevant content.
