I mean, Canada isn't comitting war crimes in Libya. Germany isn't. Australia isn't. They could, but they don't. Russia does, so there is some cause you're not accounting for in the above comment. What motivates Russia to do that and not the other countries? It isn't the NATO action in 2011.
