I’m quite certain that this is a coercion of those hesitant groups rather than a conspiracy to cover up anything. Vaccines used in Germany are good enough against Alpha and Beta, but the government was pretty clear about risks coming with Delta, when they added „Virusvariantengebiet“ category for some countries requiring the mandatory quarantine even for vaccinated people (now they are actually less alarmist on this matter).
