How would you measure this? How do you differentiate "zealous planning" from "normal [?] planning?" This just feels like confirmation bias to me.
- ethanbond 5y agoTotally ripe for confirmation bias, which is why my comment seemed very uncertain. I’m kind of going from a heuristic of older cities versus newer ones under the (potentially wrong!) assumption that zoning has tended toward more stringency over time.
