The CDU was pretty much the only one that wanted to keep nuclear with while near everyone else (except for AfD iirc) opposing them. By the time Fukushima happened the public sentiment and opposition was too strong for the CDU to keep attempting to push for nuclear. Blaming them on this specific issue is just odd when they literally had the least fault out of everyone.
