It would be interesting to see if such information is made very publicly and broadly available with fanfare, whether nations would adopt a similar stance to it as they do the Olympics - where it becomes a source of national pride and glory to achieve higher than the benchmark. Perhaps some Gold Medal count for lowest emissions per capita is needed!
