I think an inside job is more likely.
Some IT personel had clearly been running the system for years, and if they weren't bribed enough to lose their conscience, it's very likely that someone decided to fight the tyrants with the access they had instead. Sort of like Snowden.
If so I really hope they've left the country.

Though we mentioned in our first post https://t.me/cpartisans/235 https://t.me/cpartisans/235 that the hack included an infiltration to some gov facilities and opening a few entry points through which the cyber-operation is being performed.
