I can think of excellent arguments for arresting people that are planning terrorist attacks using Signal. What I can't think of is why scanning everyone's private messages just in case they might be those terrorists is a worthwhile trade-off in any kind of free society. There are lots of ways to catch the bad guys, and we'll never catch them all no matter what we do. In countries with a concept of individual privacy before the state, there need to be limits on how much the state gets to snoop. There are plenty of countries without any such privacy, so it's not like we have to guess what the far end of the slippery slope looks like.
