Neither of these codes (which, by the way, I certainly object to) is anywhere near the scope of China's blanket ban on any activity (speech included) covered under the Article 51 quoted in a comment elsewhere here. Basically that's any activity any government official says it is. Suggesting these are on the same level is, at best, to show misunderstanding of what the words mean and how the government applies them.
