Currently the app tries to check for updates upon launch but in principle PWAs can run completely local. If you import ROMs in PWA-NES they are also saved on local storage.
It can be hard to find PWAs but if you're building a mobile app and want to target both iOS and Android users PWAs can get you pretty far with little effort.
