Other comments mention presence of some kind of external governance with "officials" intrusively poking their noses into someone else's business. Doesn't sound very libertarian if you ask me. On the other hand, reforms should be easier in a community of 50 people than in a country of hundred millions. Though they depend on UK's favours which complicates things.
