The proof-of-work versus proof-of-stake thing is kind of weird. Some people here and elsewhere are saying the gov shouldn't add different reporting requirements to them because the environmental consequences are so different. I guess you can get around that by targeting both equally. If you're concerned about reporting-- well, just because you're using a technology that technically can be anonymous doesn't mean you're legally entitled to anonymity.
