Are child porn viewers actually going to use iCloud backup? That seems like even the stupidest person would know not to do that. So I'll propose an alternative theory: Apple is doing this not to actually catch any child pornographers, but to ensure that any CP won't actually reach their servers. Less public good, more self-serving.
