The fact that Israel vaccinated and failed to achieve zero covid means that the author is right.
Israel doesn't need another lockdown. They just need to accept that cases will not go to zero. Vaccines help greatly reducing deaths and severe disease. Booster shots might help even further but obviously will not make it zero either. Just learn to live with it.
