There are two possibilities, and the following isn't a valid choice, so... "Microsoft disables comments because of overwhelmingly positive reception of Windows 11!" They don't want to deal with criticism and likely consider everything a sunk cost, so it is what it is and nothing will change.

It’s just not the case that the decision of disabling comments only happens for one possibility.
