IMO it doesn't matter if your theft is a felony or misdemeanor, police should still patrol and try to pursue it. Cops, however, claim they are overworked and understaffed to do this. This is the "broken windows" theory- if you let minor crimes like shoplifting go unpunished in a city, more people will do it.
