I'm pretty sure the blog's author was referring to non-management people who want to give the false impression that they are actively involved and helping to resolve the issue. Edit: it's a waste to send Teams video traffic via VPN and it probably goes to a Microsoft cloud server anyways. The VPN should block this traffic, and the worker's PCs should be configured to not attempt to route it via the VPN.
