She is thinking as much as 40% of the population has emotional problems severe enough that warrants corrective prescription medication. That is fucking scary. That means just under half the public is some amount of emotionally dysfunctional. If that many people were taking the medication they need it would contaminate the water supply. The drugs people take now are already measurably significant in the water supply.
