These details about the proprietary "SmartScreen" were really useful.
We have been sending login code emails via AWS SES and have had a lot of issues with Hotmail/Outlook.com not delivering them.
My takeaways:
1) There's a risk that a shared IP system like AWS SES will get blocked by SmartScreen based on emails someone else is sending.
2) We really should look at the contents of our (trivial) transactional emails, too.
