I dunno, this seems akin to making murder legal but taxing it. Currently you're basically allowed to murder anyone by hitting them with a car, as long as you are sober. Let's remove the sobriety loophole. I'd favor harsher criminal and civilian punishments for killing/injuring pedestrians, which should naturally discourage people from driving larger vehicles.
