The US State Department has you go into a post office to verify your identity when applying for a passport. Nearly all credit cards have PKI chips in them at this point. US passports and US DoD ID cards do as well. Most (all?) unemployment claims pass through a bank account; the bank is required to adhere to KYC laws. Sensible solutions exist but for some reason we're outsourcing to a shady operator in the private sector instead.
