The second paragraph of https://de.wikipedia.org/wiki/Gematik https://de.wikipedia.org/wiki/Gematik spells out that gematik is majority owned by the government (BMG, and a bunch of other ministries). So while there isn't one unified system, gematik seems to exist to provide interoperability between the myriad different factions. Hence, pushing Matrix to do so.
