I'm not 100% sure this is the intent but normally (in the Netherlands) political prosecution would not require a work visa and/or immigration requirements and you can follow the normal asylum process. Maybe they would want you to follow that and this is only meant for the edge cases not covered by the normal asylum process. As with all these things, there is a huge list of asterisks involved.
