You'll just swing the other direction and the police will show up unprepared for a crisis every once in a while. Say some kids go to Mecca and "prank" big crowds of people by shouting "bomb! bomb!" and then it causes a stampede and people die. Is the core problem there the reaction of the adult Muslims not being skeptical enough of the initial claim?
