Starlink might not but I'm less optimistic about future ones. Who's to say that some company realizes they'll just get a (relatively) small fine if they skip the step that lowers visibility and decide it's worth the cost from a profit standpoint? It already happens now with pollution and I don't see companies changing. Not to mention that many satellites are already visible to the naked eye in dark areas.
