I had colleagues living in Ontario (Canada), perhaps just limited to Toronto? Anyway they had rent increase caps based on age of building which was surprising [1]. Also California has something like this since 2020 if I understand correctly. Some areas of UK also. I'm sure there are more. [1] If I recall correctly there was a process to apply an above-limit increase if you could demonstrate expenses, say a renovation.
