I'm going to guess that banks didn't offer online check scanning until smartphones got popular because it would have been a tech support nightmare. First scan your check with a flatbed scanner, in the fairly unlikely event you have one, or maybe try your low-resolution webcam, which a website couldn't access through your browser in 2010, then upload it through a web form... how many users have we lost at this point?
Mobile banking apps with check scanning started showing up before hardware DRM was common on Android devices, and not all current apps make use of the hardware DRM. I think it's therefore safe to conclude the UX rather than the DRM was the enabling factor here.
Is there information available on actual breaches involving banking on rooted Android devices? I smell BS when banks and the like claim it's an unreasonable security risk.
