I might come off as quite naive here, but is there an equivalent of mercantile laws regarding exporting goods & services to regimes with diverse and relaxed human right records when it comes to cyber? For example, it has been established that it's illegal to export munition or strategic resources to designated Hate/Terrorist groups.
