If the law only required a platform to give competitors access to whatever API they currently have without actually detailing what needs to be accessible then it would be trivially easy for platforms to change/restrict those APIs in ways that make them useless. And as soon as you try to address this you're back at the original problem of how you create a standard model that works for everyone.
