The reason my team uses it is because our application has tons of complex system-level and python-level requirements, and docker has proven to be the easiest cross-platform isolation option. If our app was web-only we would go with a simple VM or web host. Docker has some handy build tools, but those also exist for VMs (e.g. vagrant).
