You need to deliver what you sell everywhere. Also, EU regulation is quite friendly to the auto-industry. There is a pretty tight coupling, for instance, between environmental tax rates and the models produced by EU manufacturers. This targets both international models and older models, increasing sales of new EU models. One of the reasons VW's diesel scandal was so infuriating.
