Title seems to be a parody of 'The Art of the Meta Object Protocol', which is a great classic book on open language design and the Common Lisp Object System. :) From the Abstract, this paper seems to apply similar reflection techniques to engineer a Stream-centric, as opposed to object centric, System. I'm short on time not, but it's piqued my interest and will probably give the paper a more thorough read later.
