I mean, it’s clearly damaged cops with severe mental issues (most probably PTSD), who have decided that the people they are employed to protect, somehow are their most aggressive enemy.. Like, if the people with a state sanctioned monopoly on violence, decide that beating people isn’t enough, they must also be able to trick people into a prison sentence, you don’t have police you have fascists stormtroopers.
