It's worth figuring out what your colo provider's power usage policy is. Mine were pretty lax (nominally 0.5A at 240V, but I had a PowerEdge 1950 there which would definitely draw m ore at startup!) I think they were mostly concerned about average rather than maximum current draw, and they certainly wouldn't power anything off if I drew a bit more current...
