And since those are the two powers controlling regulations chances are you will no longer be able to buy those chips legally without an active software engineering license and a business document stating what you will use them for. It wont happen tomorrow, but what about 20-40 years? Compare todays market with 20 years ago and how much it changed, extrapolate 20 years in the future and it doesn't seem improbable at all.
